Help with choosing a college and major?

So, I'm a junior in high school presently. As of now, I am hoping to become a doctor, specifically along the lines of a neurologist or a neurosurgeon. From what I've heard, I really don't need to worry about anything specific until I apply for med school. So, what major would you suggest? I have a 4.0 unweighted gpa, and would like to go to a college that provides a good scholarship for people with a high gpa, especially for out of state students. I am currently looking into the university of Arizona, but I honestly hate Tuscon. Could you suggest a college that has a decent biology program, or whatever major you suggest, that has tuition for out of state students under 20000? Thanks in advance!
