How to improve sound quality of Windows 7 ?

im using windows 7 and the sound quality is real bad (but my pc is brand new)..i went to play back devices and changed the settings to 24 bit, 96,000 Hz (studio quality) but still the sound quality is not good.. any other way of fixing this ?
